Save the Advertising Space for Something Other than Those Cigarette Ads, They Said!

It has almost been a year since the central government of Indonesia has effectively implemented the graphic warning labels on cigarette packages. This regulation of implementing the Pictorial Health Warning /PHW was already arranged in the Government Regulation Number 109 / 2012 regarding packaging of any products that contain the addictive substance of tobacco.

Though the regulation mentioned about this particular approach in order to spread the awareness of the danger of smoking and in the end reducing the number of smokers in the country, the PHW was not implemented until June 24, 2014.

In the beginning, there were complains of smokers here and there, about how gross and graphically brutal these images were. However, almost a year has gone by, and researches have shown that the statistics has not changed. The number of smokers in Indonesia did not experience any significant change, and especially not because of the images, as smokers have plenty of ways of dealing with the visual inconvenience, and to quit smoking was not really one that surfaced a lot.

Given that situation, Denpasar’s city government has worked on its own regional plans in effort to reduce the number of smokers on the island. The strategy chosen by the local government focuses on banning the cigarette advertisements in order to reduce the number of new smokers, especially the young beginners who got ‘inspired’ by the ‘socialization’ of the product that they subconsciously obtained through all the advertisements they see around them.

As reported in one of Bali’s local newspapers, Made Kerta Duana, head of the Tobacco Control Initiative Organization from Udayana University’s Public Health Faculty stated that the graphic warning labels are deemed inefficient and that the cigarette advertisement these days seem to focus on the young generation in the image they create. He also added that the municipality of Denpasar only earns around 900 million rupiahs from the cigarette advertisement tax revenue.

The related agencies have agreed on the cigarette advertisement ban and soon will arranged and issued in a mayor decree that will proclaim Denpasar a Cigarette Advertisement-Free Zone.
